ChatGPT Message Queue Privacy Policy
Summary
- The Extension works only on ChatGPT and processes information on your device so that you can queue follow-up messages and keep saved prompts.
- Saved prompts are stored in Chrome’s extension storage on your device, not in Chrome Sync. Queued messages and images are held only in the ChatGPT tab’s memory and are discarded when the tab is reloaded or closed.
- The Extension makes no network requests of its own and sends nothing to the Developer, who operates no server and cannot see your data.
- Your queued messages, and images that you attach with the Extension, leave your device only through ChatGPT: the Extension places them in ChatGPT’s composer and clicks ChatGPT’s own Send button, and ChatGPT’s own page code sends them to OpenAI. ChatGPT may begin uploading a queued image as soon as it is placed in ChatGPT’s file input, a few seconds before Send is clicked, even if the message is not then sent.
- There is no sale of data, no advertising, no analytics or tracking, no account and no cookies.
- You can delete saved prompts one by one, delete queued messages in the Pending Messages panel, and remove all stored data by uninstalling the Extension.
1. Introduction
This Privacy Policy (the “Policy”) is issued by That Developer Steven (the “Developer”, “we”, “us” or “our”), an independent software developer based in the Hong Kong Special Administrative Region, for the ChatGPT Message Queue extension for Google Chrome (the “Extension”). In this Policy, “you” and “your” refer to the person who installs or uses the Extension, and “Personal Data” means information relating to an identified or identifiable natural person.
The Extension works on the ChatGPT website operated by OpenAI at chatgpt.com and chat.openai.com (“ChatGPT”). While ChatGPT is still replying, it lets you queue follow-up messages, with optional images, and sends them one by one through ChatGPT’s own Send button once ChatGPT has finished. It also lets you keep a library of reusable saved prompts.
This Policy explains what information the Extension handles, why it handles it, where that information is kept and the choices available to you. By installing or using the Extension, you acknowledge this Policy.
2. Scope of This Policy
This Policy applies to the Extension as distributed through the Chrome Web Store, version 1.3.1 and later versions until this Policy is updated.
This Policy does not apply to ChatGPT, which is operated by OpenAI, to Google Chrome itself, or to any other third-party website or service. Those websites and services are governed by their own terms and privacy policies. In particular, messages and images sent through ChatGPT, including messages that the Extension sends for you by clicking ChatGPT’s Send button, are handled by OpenAI under OpenAI’s own policies.
3. Information the Extension Processes
The Extension processes information on your device, inside Google Chrome, in order to provide its features. This is different from collection by the Developer: the Extension does not send any information to the Developer, and the Developer does not receive, store or have access to any information that the Extension processes. The only information that the Extension causes to be sent from your device is the content of your own queued messages and of images that you attach with the Extension, which ChatGPT’s own page code sends to OpenAI as described under “Third-Party Websites and Services” below. Some information is also displayed inside the ChatGPT page, where ChatGPT’s own page code can technically read it, as explained under “Where Information Is Stored and How It Is Protected”.

Saved prompts contain whatever you type, so please avoid saving passwords or other sensitive information in them.
The Extension does not:
- require an account or sign-in, or read your ChatGPT account details;
- ask for your name, email address, telephone number, password or payment information;
- access your location, your contacts or any website other than ChatGPT;
- access any file on your device other than files that you select with Add image, of which it keeps only images, and images that you have already attached in ChatGPT’s composer when you queue a draft;
- read or store your conversation history; it counts your sent messages without reading their text, and the only reply text it reads is the short status excerpts described above, which may include fragments of a reply being generated;
- record keystrokes or clicks; or
- use cookies, analytics, telemetry, error reporting or advertising identifiers.
4. How Information Is Used
Information is processed only to provide the Extension’s features to you, namely:
- to detect when ChatGPT is busy or idle and to find its composer and its Send and Stop buttons;
- to send your queued messages and images in order through ChatGPT’s own Send button, and to show a “Send status unknown” warning when a send cannot be confirmed within about four seconds;
- to keep a separate queue for each conversation, and to move a queue started on ChatGPT Home or a Custom GPT page to a new conversation created within 15 seconds;
- to save, display, insert and delete your saved prompts and keep them consistent across your open ChatGPT tabs; and
- to show the Saved prompts interface in the language of the ChatGPT page.
Pressing Enter in the composer while ChatGPT is busy queues your draft instead of sending it. If ChatGPT’s own Send button is available at that moment, ChatGPT sends the message normally. Automatic sending continues while the ChatGPT tab is in the background, so a queued message may be sent while you are viewing another tab.
No information is used for profiling, advertising, marketing, analytics or sale, or to determine creditworthiness or for lending purposes. No person at the Developer reads or has access to any information processed by the Extension, because it never reaches the Developer.
5. Where Information Is Stored and How It Is Protected
Saved prompts are stored in Chrome’s extension storage on your device (chrome.storage.local). The Extension does not use chrome.storage.sync, so Chrome Sync does not copy your saved prompts to your Google Account or to your other devices. Changes are shared between the ChatGPT tabs open in the same Chrome profile through Chrome’s extension storage change notifications.
Queued messages, attached images and all other information described in this Policy are held only in the temporary memory of the ChatGPT tab and are discarded when the page is reloaded or the tab is closed. The Extension does not use cookies or the web page’s own local storage, session storage or IndexedDB.
The Extension adds its own interface to the ChatGPT page: the Queue, Add image and Clear buttons, the Pending Messages panel, and the Saved prompts button and popover. The queue controls and the Saved prompts button carry a data-cgqs-version attribute containing the Extension’s version number. Whenever the Saved prompts button is shown in ChatGPT’s header, the text of all your saved prompts is placed in the popover, which stays in the page even while hidden, and your queued messages are shown in the Pending Messages panel. ChatGPT’s own page code can therefore technically read them while the page is open. The Extension does not send this content anywhere, and the Developer does not know whether OpenAI reads it.
The Developer does not operate any server, database or account system for the Extension. All of the Extension’s code is packaged with it; it loads no remote code, and it inserts your text into the page as plain text rather than as code.
The Extension does not encrypt saved prompts itself. They are protected by the security of your device, your operating system account and your Chrome profile, and anyone who can use your Chrome profile may be able to see them. Please keep your device and browser profile secure. No method of storage is completely secure.
The Extension runs in Incognito windows only if you allow it in Chrome’s extension settings. If you do, Chrome shares the Extension’s storage between normal and Incognito windows, as described in Chrome’s documentation, so your saved prompts appear in Incognito windows and a prompt saved in an Incognito window remains after that window is closed.
6. Sharing and Disclosure
We do not sell, rent, trade or share Personal Data. Because the Extension does not send any information to the Developer, the Developer does not hold your data and cannot disclose it to any third party, including advertisers, data brokers or public authorities.
The only information that the Extension causes to be sent from your device is the messages that you queue and the images that you attach with the Extension, which ChatGPT’s own page code delivers to OpenAI as if you had clicked Send yourself. As explained under “Third-Party Websites and Services”, ChatGPT may upload such an image before the message is sent. This is a submission that you direct to OpenAI, not a disclosure by the Developer, and the Developer receives no copy. Saved prompts and queued messages are also displayed inside the ChatGPT page, where ChatGPT’s own page code can technically read them; the Extension does not send them, and the Developer does not know whether OpenAI collects them.
7. Third-Party Websites and Services
The Extension does not send any information to the Developer or to any other server. Its code makes no network requests, and it contains no links to other websites, donation pages, forms or email addresses. The following interactions with third parties can occur while you use it:
- ChatGPT and OpenAI
- When ChatGPT has been idle for about 350 milliseconds, the Extension writes the next queued message into ChatGPT’s composer, places any queued images in ChatGPT’s file input, and clicks ChatGPT’s Send button or submits its form. ChatGPT’s own page code then sends the message and images to OpenAI using your existing ChatGPT session. If you pick images with Add image and then click ChatGPT’s Send button yourself, the Extension first places those images in ChatGPT’s file input so that they are sent with your message. Text that the Extension writes into ChatGPT’s composer, including a saved prompt that you add to it, is handled by ChatGPT’s own page code in the same way as text that you type yourself. OpenAI handles this content under its own terms and privacy policy.
- Chrome’s file picker
- Add image opens Chrome’s file picker, or a standard image file selector if that picker is unavailable. The selection takes place on your device. The Extension receives only the files that you choose and keeps only those that are images.
- Chrome Web Store updates
- Google Chrome downloads and installs updates to the Extension from the Chrome Web Store. These update checks are managed by Chrome and Google, not by the Extension, and are governed by the Google Privacy Policy.
When a queued message includes images, the Extension places them in ChatGPT’s file input and waits at least three seconds before clicking Send. ChatGPT may begin uploading the images to OpenAI as soon as they are placed there. If the automatic send then fails, for example because ChatGPT’s page has changed, the images may already have been uploaded to OpenAI even though no message was sent. The message then stays in the queue, and the Extension may try again, placing the images in ChatGPT’s file input again. The Extension itself never uploads files.
8. Browser Permissions
The Extension requests only the permission and website access listed below.

When you install the Extension, Chrome may describe this website access as permission to read and change your data on chatgpt.com and chat.openai.com. The Extension requests no other permissions and no separate host permissions. It has no background service worker, toolbar popup or options page, and it runs only in the main frame of ChatGPT pages. It reads its own version number from its manifest, which requires no permission.
9. Data Retention and Deletion
The Extension keeps information only for the periods described below:
- Saved prompts remain on your device until you delete them or uninstall the Extension. There is no automatic expiry. Version 1.3.1 does not offer an option to delete all saved prompts at once.
- Queued messages and images remain in the tab’s memory until they are sent and confirmed, you edit or delete them, you click Clear (for images picked with Add image but not yet queued), you move to a different conversation or other ChatGPT page in that tab (which clears every queue in the tab, except that a queue started on ChatGPT Home or a Custom GPT page moves to a new conversation created within 15 seconds), or you reload or close the tab. A message whose send could not be confirmed stays in the queue with a warning until you edit or delete it, or until the Extension later detects that it was sent.
- All other information is held only while the ChatGPT page is open and is never stored.
To delete information processed by the Extension:
- To delete a saved prompt, open the Saved prompts popover with the + button in ChatGPT’s header and click × next to the prompt.
- To remove a queued message, click Delete next to it in the Pending Messages panel. To discard images picked with Add image, click Clear. Reloading or closing the ChatGPT tab discards every queued message and image in that tab.
- To delete all saved prompts, open chrome://extensions, find ChatGPT Message Queue and click Remove. According to Chrome’s documentation, the Extension’s local storage is cleared when the Extension is removed. Turning the Extension off without removing it does not delete saved prompts.
Messages and images already sent to OpenAI through ChatGPT, including images uploaded when they were placed in ChatGPT’s file input, are outside the Extension’s control and cannot be accessed or deleted by the Developer. You can manage them with ChatGPT’s own controls, subject to OpenAI’s policies.
10. Your Rights and Choices
You control the information processed by the Extension directly on your device. You may stop using any feature, delete saved prompts or queued messages, disable the Extension or uninstall it at any time.
Depending on where you live, including under the General Data Protection Regulation (EU) 2016/679 in the European Union and the European Economic Area, the UK General Data Protection Regulation in the United Kingdom, the California Consumer Privacy Act as amended by the California Privacy Rights Act, and the Personal Data (Privacy) Ordinance (Cap. 486) of Hong Kong, you may have rights to access, correct and delete your Personal Data, to restrict or object to its processing, and to receive it in a portable form.
Because the Developer does not hold any of your data, these rights are exercised by managing the data in your browser as described in this Policy. You may nevertheless contact us at ThatDeveloperSteven138@gmail.com with any request or question, and we will respond within a reasonable time. Requests about content that you have sent through ChatGPT should be directed to OpenAI.
Depending on where you live, you may also have the right to lodge a complaint with your local data protection authority, such as the Office of the Privacy Commissioner for Personal Data in Hong Kong.
11. Children’s Privacy
The Extension is a general-audience tool and is not directed to children under 13 years of age, or under the minimum age required in your country. We do not knowingly collect Personal Data from children. Because the Extension does not transmit any data to the Developer, no such data is received. If you have concerns about a child’s use of the Extension, please contact us.
12. Chrome Web Store User Data Policy
The use of information received or processed by the Extension adheres to the Chrome Web Store User Data Policy, including the Limited Use requirements.
- Information is used only to provide the Extension’s single purpose described in its store listing: queuing follow-up messages and reusing saved prompts on ChatGPT.
- Information is not transferred to anyone, except that your queued messages, and images that you attach with the Extension, are submitted to OpenAI through ChatGPT at your direction, as described in this Policy.
- Information is not used or transferred for personalized advertising.
- Information is not used or transferred to determine creditworthiness or for lending purposes.
- No person at the Developer reads the information, because it never reaches the Developer.
This is consistent with the Extension’s privacy practices disclosure in the Chrome Web Store, which states: “The developer has disclosed that it will not collect or use your data.” The Extension processes information only on your device to perform the features that you request, and none of that information is collected by, transmitted to or used by the Developer.
13. International Users
The Developer is based in the Hong Kong Special Administrative Region. The Extension processes information locally on your device, wherever you are located, and does not transfer any information to the Developer, so no international transfer to the Developer takes place. The Extension does not use Chrome Sync and makes no cross-border transfer of its own.
Messages and images that you send through ChatGPT, including those that the Extension sends by clicking ChatGPT’s Send button, are processed by OpenAI, which may process them in other countries under its own policies.
14. Changes to This Policy
We may update this Policy when the Extension or applicable law changes, for example if a future version works on other websites or stores different information. When we do, we will change the “Last updated” date on this page. Material changes will be highlighted on this page and, where appropriate, in the Extension’s store listing or release notes.
If you continue to use the Extension after the effective date of an updated Policy, you acknowledge the updated Policy. Earlier versions of this Policy are available on request.
